Assistance to Firefighters Grant
The Department of Homeland Security (DHS), Federal Emergency Management Agency’s (FEMA), Grant Programs Directorate (GPD) isresponsible for the implementation and administration of the Assistance to Firefighters Grant (AFG) Program.
The purpose of the AFG Program is to enhance the safety of the public and firefighters with respect to fire and fire-related hazards by providing direct financial assistance to eligible fire departments, nonaffiliated EMS organizations, and State Fire Training Academies (SFTA) for critically needed resources to equip and train emergency personnel to recognized standards, enhance operational efficiencies, foster interoperability, and support community resilience.
In awarding grants, the Administrator of FEMA shall consider the following:
- The findings and recommendations of the Technical Evaluation Panel (TEP).
- The degree to which an award will reduce deaths, injuries, and property damage by reducing the risks associated with fire related and other hazards.
- The extent of an applicant’s need for an AFG Grant and the need to protect the United States as a whole.
Body Worn Camera [BWC] Pilot Implementation Program
The FY 2015 BWC PIP will support the implementation of body-worn camera programs in law enforcement agencies across the country. The intent of the program is to help develop, implement, and evaluate a BWC program as one tool in a law enforcement comprehensive problem-solving approach to enhance officer interactions with the public and build community trust. As a funding metric, applicants may request no more than $1,500.00 for each camera to be deployed in this phase of their BWC program, up to the agency size funding limitations. Though funds are correlated to the number of cameras, awarded funds may also be used for any part of the BWC program other than line-item data storage costs which can only be covered with matching funds. BWC systems that are bundled or sold as software-as-a-service (SAAS) with no line-item distinction to data storage costs are permissible for award funding. Additionally, applications for BWC programs deploying less than 25 cameras will not be considered. BJA estimates that it will make up to a total of 50 awards for Categories 1 through 4 for an estimated total of $17,000,000, and 1 award for Category 5 for up to $2,000,000. All awards will be for a 24-month project period, beginning on October 1, 2015.
Byrne Criminal Justice Innovation Program [BCJI]
The Byrne Criminal Justice Innovation (BCJI) Program is a part of the Obama Administration’s larger Neighborhood Revitalization Initiative (NRI) that helps local and tribal communities develop place-based, community-oriented strategies with coordinated federal support to change neighborhoods of distress into neighborhoods of opportunity.
FY 2013 Purpose Areas:
1. Identify a neighborhood with a concentration of crime hot spots which have for a period of time composed a significant proportion of crime or types of crime.
2. Identify and build upon existing planning efforts, if any, to revitalize the neighborhood or address issues that relate to the crime issues identified.
3. Enhance a community-based team with the presence of criminal justice, social service, and neighborhood revitalization partners to implement the project.
4. Offer ongoing community engagement and leadership building support and ensure the community is engaged in the process.
5. Collaborate with local law enforcement and a research partner to conduct an analysis of crime drivers and an assessment of needs and available resources.
6. Develop a strategy that offers a continuum of approaches to address the drivers of crime, including potentially, enforcement, prevention, intervention, and revitalization strategies.
7. Establish effective partnerships both to provide solutions along the continuum and commit resources to sustain what works.
8. Implement a comprehensive and coordinated strategy with support from the BCJI TTA provider.
9. Assess program implementation in collaboration with research partners, and plan for sustainment of effective strategies with private and public state, local, and tribal funding.
Commercial Vehicle Information Systems and Networks Grant Program [CVISN]
The Federal Motor Carrier Safety Administration (FMCSA), FY2015 Commercial Vehicle Information Systems and Networks (CVISN) program, solicits applications from State agencies, including the District of Columbia and U.S. territories that are designated as the lead agency in the State’s CVISN Program Plan and Top-Level Design (PP/TLD). The FMCSA provides CVISN funds to advance technological capability and promote the deployment of intelligent transportation systems (ITS) applications for commercial vehicle operations (CVO), including commercial motor vehicle (CMV), commercial driver, and carrierspecific information systems and networks. These ITS/CVO applications include the real-time sharing of CMV safety data between FMCSA and CVISN States, online permitting and credential payment systems between States and motor carriers, electronic safety and credential screening of CMVs past weigh stations with the vehicles in motion, regional truck parking availability and reservation systems, and active work zone notification and routing systems for CMVs.
Community Connect Grant Program
The Community Oriented Connectivity Broadband Grant Program (Community Connect Grant Program) is designed to provide financial assistance to provide service at the Broadband Grant Speed in rural, economically challenged communities where broadband service does not currently exist.
Grant funds may be used to:
1. deploy service at the Broadband Grant Speed to critical community facilities, rural residents, and rural businesses,
2. construct, acquire, or expand a community center, and
3. equip a community center that provides free access to service at the Broadband Grant Speed to community residents for at least two years.
Grants will be awarded on a competitive basis for entities to serve all premises in eligible rural areas at the Broadband Grant Speed to ensure rural consumers enjoy the same quality and range of broadband services as are available in urban and suburban communities.
Cooperative Agreement to Support Establishment of the Affordable Care Act
The Cooperative Agreement to Support Establishment of the Affordable Care Act’s Health Insurance Exchanges Funding Opportunity Announcement (FOA) provides States, the District of Columbia, and consortia of States, with financial assistance for the establishment of Exchanges. States may choose whether to apply for Level One Exchange Establishment or Level Two Exchange Establishment. States can also choose at what point to apply for grant funding based on their own needs and planned expenditures.
Level One Exchange Establishment is open to all States, whether they are (1) participating in the Federally-facilitated Exchange, including States collaborating with the Federally-facilitated Exchange through the State Partnership model, or (2) developing a Statebased Exchange.
Level Two Exchange Establishment is only open to States that are establishing a State-based Exchange.
The Department of Health and Human Services Cooperative Agreement to Support Establishment of the Affordable Care Act’s Health Insurance Exchanges may not be used for any of the following:
i. To cover the costs to provide direct health care services to individuals;
ii. To meet matching requirements of any other Federal program;
iii. To cover excessive executive compensation;
iv. To contract with organizations or individuals that have a conflict of interest, such as individuals or companies that sell insurance or insurance-like products, including discount plans;
v. To promote Federal or State legislative and regulatory modifications;
vi. To improve systems or processes solely related to Medicaid/CHIP, or any other State or Federal program’s eligibility.
vii. Activities unrelated to Exchange planning and establishment
viii. Consumer Assistance Program (Section 1002): It is not possible to replace CAP grant funding with 1311 funding.
ix. Basic Health Program and State Innovation Waivers
x. Navigator Program grants
xi. All Payer Claims Database Development (APCD) development for the risk adjustment program in States without legal authority to establish an Exchange; however, funding for planning and research of an APCD is allowable for all States.
Coordinated Tribal Assistance Solicitation [CTAS]
In 2009, based on a series of meetings across the country addressing violent crime in tribal communities, the U.S. Department of Justice (DOJ) made the decision to decrease the number of applications tribes and tribal consortia were required to submit to receive grant funds. In 2010, DOJ launched its first ever Coordinated Tribal Assistance Solicitation (CTAS), which combined DOJ’s existing Tribal Government specific competitive solicitations into one and thus required only one application from each tribe or tribal consortium. This approach provides federally recognized tribes and tribal consortia the opportunity to develop a comprehensive approach to public safety and victimization issues.

DNA Capacity Enhancement and Backlog Reduction Program
The goal of NIJ's FY 2015 DNA Capacity Enhancement and Backlog Reduction Program is to assist eligible States and units of local government to process, record, screen, and analyze forensic DNA and/or DNA database samples, and to increase the capacity of public forensic DNA and DNA database laboratories to process more DNA samples, thereby helping to reduce the number of forensic DNA and DNA database samples awaiting analysis. Under this program, in general, eligible applicants are given the opportunity, based on their individual needs, to determine what portion of their anticipated funding should be used for capacity building purposes and what portion should be used for analysis of forensic DNA and/or DNA database samples.
Edward Byrne Memorial Justice Assistance Grant [JAG] Program - Local Solicitation
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary provider of federal criminal justice funding to state and local jurisdictions. The JAG Program provides states and units of local governments with critical funding necessary to support a range of program areas including law enforcement, prosecution and court programs including indigent defense, prevention and education programs, corrections and community corrections, drug treatment and enforcement, crime victim and witness initiatives, and planning, evaluation, and technology improvement programs.
Edward Byrne Memorial Justice Assistance Grant [JAG] Program - State Solicitation
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary provider of federal criminal justice funding to state and local jurisdictions. The JAG Program provides states and units of local governments with critical funding necessary to support a range of program areas including law enforcement, prosecution and court programs, prevention and education programs, corrections and community corrections, drug treatment and enforcement, crime victim and witness initiatives, and planning, evaluation, and technology improvement programs.
JAG funds may be used for state and local initiatives, technical assistance, strategic planning, research and evaluation (including forensics), data collection, training, personnel, equipment, forensic laboratories, supplies, contractual support, and criminal justice information systems that will improve or enhance such areas as:
- Law enforcement programs.
- Prosecution and court programs, including indigent defense.
- Prevention and education programs.
- Corrections and community corrections programs.
- Drug treatment and enforcement programs.
- Planning, evaluation, and technology improvement programs.
- Crime victim and witness programs (other than compensation).
Emergency Management Performance Grant Program
The Federal government, through the EMPG Program, provides necessary direction, coordination, and guidance, and provides necessary assistance to support a comprehensive all hazards emergency preparedness system.
Examples of EMPG funded activities include:
- Initiating or achieving an all-of-Nation/whole community approach to security and emergency management
- Strengthening a state or community’s emergency management program
- Updating emergency plans
- Completing the State Preparedness Reports (SPR), including the Threat and Hazard Identification and Risk Assessment (THIRA) proces
- Designing and conducting exercises that engage an all-of-Nation/whole community of stakeholders and validate core capabilities
- Conducting training
Farm Bill Broadband Loan Program
The U.S. Department of Agriculture’s (USDA) Rural Broadband Loan Program is administered by the Rural Utilities Service (RUS) of USDA Rural Development. The program funds the costs of construction, improvement, and acquisition of facilities and equipment to provide broadband service to eligible rural areas on a technology-neutral basis. Direct loans are in the form of a cost-of-money loan, a 4-percent loan, or a combination of the two.
Harold Rogers Prescription Drug Monitoring Program [PDMP]
The primary purpose of the Harold Rogers Prescription Drug Monitoring Program (PDMP) is to enhance the capacity of regulatory and law enforcement agencies and public health officials to collect and analyze controlled substance prescription data and other scheduled chemical products through a centralized database administered by an authorized state agency.
The Harold Rogers Prescription Drug Monitoring Program allows for state discretion to plan, implement, or enhance a PDMP to accommodate local decision making based on state laws and preferences, while encouraging the replication of promising practices. In recent years, the program expanded to include tribal participation in drug monitoring activities, and support to states and localities to assemble responsive, collaborative efforts between public health and public safety professionals to pilot innovative ways to use PDMP and other data to inform prevention, treatment, and enforcement efforts. This year’s solicitation introduces a new funding category to enable more rigorous, in-depth study of monitoring strategies designed to contribute to the growing body of knowledge of best practice tools and techniques, and spur innovation among state and local drug abuse programs.
One of the Priority Considerations is the modernization of technology systems and interfaces that may include implementation of the latest standards for the American Society for Automation in Pharmacy (ASAP), PMIX, electronic prescribing, or health system integration.
There are four funding categories within this solicitation:
CATEGORY 1: PDMP IMPLEMENTATION AND ENHANCEMENT GRANTS. Grant Amount: Up to $500,000.
CATEGORY 2: PDMP PRACTITIONER AND RESEARCH PARTNERSHIPS. Grant Amount: Up to $750,000.
CATEGORY 3: DATA-DRIVEN MULTIDISCIPLINARY APPROACHES TO REDUCING PRESCRIPTION DRUG ABUSE. Grant Amount: Up to $500,000
CATEGORY 4: TRIBAL PDMP DATA SHARING GRANTS. Grant Amount: Up to $150,000
Health Center Controlled Networks
Health Center Controlled Networks (HCCNs) bring health centers together to jointly address operational and clinical challenges, particularly the acquisition and implementation of HIT, in a cost-efficient manner. They support participating health centers in achieving meaningful use of certified electronic health records (EHRs) and adopting technology-enabled quality improvement strategies, including health information exchange (HIE). Through these activities, HCCNs will help health centers deliver care in a patient-centered medical home model, participate in value based payment programs, and improve individual and population health.
Homeland Security Grant Program
The purpose of the FY 2015 HSGP is to support state and local efforts to prevent terrorism and other catastrophic events and to prepare the Nation for the threats and hazards that pose the greatest risk to the security of the United States. HSGP is comprised of three interconnected grant programs. Together, these grant programs fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration:
State Homeland Security Program (SHSP): The SHSP assists state, Tribal and local preparedness activities that address highpriority preparedness gaps across all core capabilities where a nexus to terrorism exists. All supported investments are based on capability targets and gaps identified during the Threat and Hazard Identification and Risk Assessment (THIRA) process, and assessed in the State Preparedness Report (SPR).
2015 Allocation: $402,000,000
Urban Area Security Initiative (UASI): The UASI Program assists high-threat, high-density Urban Areas in efforts to build and sustain the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism.
2015 Allocation: $587,000,000
Operation Stonegarden (OPSG): The OPSG Program supports enhanced cooperation and coordination among Customs and Border Protection (CBP), United States Border Patrol (USBP), and local, Tribal, territorial, state, and Federal law enforcement agencies. The OPSG Program funds investments in joint efforts to secure the United
States’ borders along routes of ingress from international borders to include travel corridors in states bordering Mexico and Canada, as well as states and territories with international water borders. FY 2015 OPSG funds will be allocated competitively based on risk-based prioritization.

Improving the Completeness of Firearm Background Checks through Enhanced State Data Sharing
The Bureau of Justice Assistance (BJA), with the Bureau of Justice Statistics (BJS) and the Federal Bureau of Investigation (FBI), is releasing this grant opportunity to improve and expand the data accessible to NICS at the time of a firearm background check to ensure lawful purchases. Funding priority will be directed to agencies whose proposals would achieve the most significant gains in (1) reporting completeness; (2) accuracy of information; and (3) inclusion of disqualifying data sets which are currently under-reported in the system. In addition, the program will enable expanded use of techniques for positive identification, including biometric identifiers such as fingerprints, to promote more effective identity matching and record linking. This one-time grant program will complement the ongoing NCHIP and NARIP programs by providing expanded resources and onsite support to address these priority issues, while sustaining existing operations and enhancement activities.
The ultimate goal of the program is to improve the accuracy of firearm background checks. BJA is placing priority on projects that seek to improve data sharing efforts at the state, territory, and tribal levels that address critical and debilitating gaps in the current background check process. These identified gaps include mental health adjudications and involuntary commitments, as well as:
1. Domestic violence protection orders
2. Complete and timely court dispositions
3. Felony and misdemeanor warrants
Justice Information Sharing Solutions Implementation Program
This FY 2013 grant program seeks to support implementation of justice information sharing solutions that address critical challenges currently faced by state, local, and tribal criminal justice agencies. The justice information sharing solutions implemented under this solicitation should leverage one or more of the components of the Global Standards Package (GSP) and support criminal justice policies, practices, and programs that are evidence-based and data-driven. In addition, available funding is designed to assist state, local, and tribal jurisdictions advance information sharing capabilities by leveraging existing information systems and networks, and not build new systems and networks.

Priority consideration will be given to proposed information sharing technology solutions that support the integration of contemporary research and evidence into criminal justice policies and practices, and focus on one of the five purpose areas listed below. These purpose areas are high priorities for OJP, BJA, and Global:
1. Implementation of information sharing technology solutions that support crime-fighting strategies that leverage the current criminal justice research (e.g., the research on “hot spots” and “place-based” policing suggests significant crime prevention benefits can be gained by focusing on such places).
2. Implementation of information sharing technology solutions that advance interagency information sharing, leveraging innovative use of crime analysis to fight violent crime and illegal drugs across jurisdictions.
3. Implementation of information sharing technology solutions that support offender management approaches that translate the contemporary criminal justice research into policies and practices that promote public safety and offender success (e.g., the literature on offender management suggests reductions in recidivism are likely when the principles of risk, need, and responsivity are operationalized).
4. Implementation of information sharing technology solutions to enhance information sharing between criminal justice and health/mental health agencies to promote public safety, continuity of care, and offender success.
5. Development and implementation of a national pilot technology solution for confinement facilities required to comply with PREA standards. It is anticipated the successful proposal will include a minimum of three to five states as partners in pilot testing the solution.
Award Amounts and Length:
BJA anticipates that five cooperative agreements will be awarded under this program. Awards under Purpose Areas 1-4 may not exceed an amount of $500,000. Purpose Area 5 may not exceed $550,000. All projects funded under this program will be 18 months in duration. Project start dates will be on or after October 1, 2013. All awards are subject to the availability of appropriated funds and to any modifications or additional requirements that may be imposed by law.
Multiple Chronic Condition Management through Mobile Technology Demonstration Initiative [MCCM]
The Multiple Chronic Condition Management through Mobile Technology Demonstration Initiative will demonstrate the effectiveness of a client-centered, integrated health and social service network in improving management of multiple chronic conditions for the targeted racial and ethnic minority populations, leading to improved health outcomes for the targeted populations. It will also address the multi-levels of social determinants of health that contribute to increase multiple chronic conditions among racial and ethnic minorities. MCCM will result in evidenced-based condition management and preventive health programs and services designed to meet the specific needs of minorities living with multiple chronic conditions. MCCM will improve management of chronic conditions through innovative mobile technologies that are culturally and linguistically appropriate for the targeted racial and ethnic minority populations. MCCM will promote and increase the development of mobile technology health management tools or programs for utilization by racial and ethnic minority populations suffering from multiple chronic conditions. It will also address the multi-levels of social determinants of health that contribute to an increase in multiple chronic conditions among racial and ethnic minorities. Eight awards ranging from $300K to $350K are expected to be made, with total estimated funding of $2.5M.
National Criminal History Improvement Program [NCHIP]
The goal of the NCHIP grant program is to improve the nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by ensuring the nationwide implementation of criminal justice and noncriminal justice background check systems. Achieving this goal is contingent on accomplishing four objectives:
- Providing direct financial and technical assistance to states and tribes to improve their criminal records systems and other related systems in an effort to support background checks
- Ensuring the infrastructure is developed to connect criminal history records systems to the state record repository or appropriate federal agency record system and ensuring records are accessible through the Federal Bureau of Investigation's (FBI) records systems
- Providing the training and technical assistance needed to ensure that records systems are developed and managed to conform to FBI standards, and appropriate technologies, while ensuring that contributing agencies adhere to the highest standards of practice with respect to privacy and confidentiality
- Using systematic evaluation and standardized performance measurement and statistics to assess progress made in improving national records holdings and background check systems.
National Instant Criminal Background Check System Act Record Improvement Program [NARIP]
NARIP is intended to improve the completeness, automation, and transmittal of records used by the National Instant Criminal Background Check System (NICS) to state and federal systems. Such records include criminal history records, records of felony convictions, warrants, records of protective orders, convictions for misdemeanor involving domestic violence and stalking, drug arrests and convictions, records of mental health adjudications, and others, which may disqualify an individual from possessing or receiving a firearm under federal law. Helping states, state court systems, and tribes to automate these records will also reduce delays for lawabiding gun purchasers.
BJS is emphasizing the need for applicants to focus their efforts on making information on persons prohibited from possessing firearms for mental health reasons accessible to NICS. Therefore, recipients of funds must agree to use a significant portion of awarded funds to make such records accessible to NICS.
A grant to a state, territory, or Indian tribe may only be used to:
- Supply accurate and timely information to the Attorney General concerning the identity of persons who have a federally prohibiting mental health adjudication or commitment
- Create electronic systems, that provide accurate and up-to-date information directly related to checks under the NICS, including court disposition and corrections records
- Assist states in establishing or enhancing their own capacities to perform NICS background checks
- Supply accurate and timely information to the Attorney General concerning final dispositions of criminal records to databasesaccessed by NICS
- Supply accurate and timely court orders and records of misdemeanor crimes of domestic violence for inclusion in federal and state law enforcement databases used to conduct NICS background checks
- Collect and analyze data needed to demonstrate levels of state compliance with the NIAA
- Maintain the required relief from disabilities program in accordance with the NIAA (however, by statute not less than 3 percent and no more than 10 percent of each grant shall be used for this purpose).
The amounts granted shall be used by the state court system only to implement :
- Assessments, as necessary, of the capabilities of state courts to automate and transmit arrest and conviction records, court orders, and mental health adjudications or commitments to federal and state record repositories
- Policies, systems, and procedures to automate and transmit arrest and conviction records, court orders, and mental health adjudications or commitments to federal and state record repositories.
National Network of Fusion Centers Capability and Capacity Enhancement
BJA, in partnership with DHS, seeks to enhance the capability and capacity of the National Network of Fusion Centers. State and major urban area fusion centers (fusion centers) serve as focal points within the state and local environment for the receipt, analysis, gathering, and sharing of threat-related information between the federal government and state, local, tribal, territorial, and private sector partners.
Located in states and major urban areas throughout the country, fusion centers are uniquely situated to empower front-line law enforcement, public safety, fire service, emergency response, public health, critical infrastructure protection, and private sector security personnel to understand local implications of national intelligence, thus enabling local officials to better protect their communities. Fusion centers provide interdisciplinary expertise and situational awareness to inform decision-making at all levels of government. They conduct analysis and facilitate information sharing while assisting law enforcement and homeland security partners in preventing, protecting against, and responding to crime and terrorism.
Fusion centers are owned and operated by state and local entities with support from federal partners in the form of deployed personnel, training, technical assistance, exercise support, security clearances, connectivity to federal systems, technology, and grant
CATEGORY 1: Exercise and Evaluation Support.
BJA anticipates that it will make one award under this category of up to $300,000 for an 18-month project period.
CATEGORY 2: Coordination, Workshops, and Technical Assistance.
BJA anticipates that it will make one award under this category of up to $1,040,000 for an 18-month project period.
National Special Security Event [NSSE]
The mission of the Federal Emergency Management Agency's (FEMA) National Special Security Event (NSSE) Grant Program is to provide supplemental Federal assistance to reimburse State and local governments for certain actual costs associated with providing emergency management, public safety, and security during the preparation and conduct of an NSSE.
The funding made available under this FOA will reimburse the actual costs to State and local governments for providing emergency management, public safety, and security at events, as determined by the Administrator of the Federal Emergency Management Agency, related to the presence of a National Special Security Event.
Allowable expenses include those related to:
Planning, training and costs associated with implementing intrastate or interstate mutual aid agreements for prevention,
protection, mitigation, response and recovery activities directly related to the NSSE
Personnel overtime and backfill costs for security, public safety, emergency management, fire and emergency medical services, including training and exercise directly related to the NSSE
- Program management
- Activities that facilitate shared situational awareness between the public and private sectors
- Operational support, including for select operational expenses associated with increased security measures at critical infrastructure sites under Title 32 or State Active Duty National Guard deployments to protect critical infrastructure sites, including all resources that are part of the standard National Guard deployment package
Expenditures for items such as general-use software (word processing, spreadsheet, graphics, etc.), general-use computers and related equipment are not allowed, unless associated with preparedness or response functions.

NICS Act Record Improvement Program [NARIP]
The NICS Act Record Improvement Program is intended to improve the completeness, automation, and transmittal of records used by the NICS to state and federal systems. Such records include criminal history records, records of felony convictions, warrants, records of protective orders, convictions for misdemeanor involving domestic violence and stalking, drug arrests and convictions, records of mental health adjudications, and others, which may disqualify an individual from possessing or receiving a firearm under federal law. Helping states and state court systems to automate these records will also reduce delays for law-abiding gun purchasers.

The Partnerships for Innovation: Building Innovation Capacity (PFI:BIC) program supports academe-industry partnerships which are led by an interdisciplinary academic research team collaborating with a least one industry partner. In this program, there is a heavy emphasis on the quality, composition, and participation of the partners, including the appropriate contributions for each role. These partnerships focus on the integration of technologies into a specified human-centered service system with the potential to achieve transformational change, satisfying a real need by making an existing service system smart(er) or by spurring the creation of an entirely new smart service system. The selected service system should function as a test bed. Service systems are socio-technical configurations of people, technologies, organizations, and information designed to create value by fulfilling the needs of those participating in the system. A "smart" service system is a system that amplifies or augments human capabilities to identify, learn, adapt, monitor and make decisions. The system utilizes data received, transmitted, or processed in a timely manner, thus improving its response to future situations. These capabilities are the result of the incorporation of technologies for sensing, actuation, coordination, communication, control, etc.
